What is PMPlan?

PMPlan is an integrated cost and schedule project control system that deals with internal management needs, and Reporting on both project cost and schedule. With PMPlan, the user may use Earned Value Management for Performance Analysis.

The PMPlan applications present an organized approach of working through the work tabs to build and assess the project plan.  This makes it easy for a user to use the application with very little training.

In PMPlan, the Work Breakdown Structure (WBS) is the cornerstone of Project Management in that it is the graphic tool that defines and breaks down the work scope into finite pieces that can be assigned to a responsible person or organization. The WBS serves as the framework for the development and control of technical, schedule, project and resource organization, and cost and price objectives.

The WBS is a tree composed of hardware, software, services, and all other work effort to be accomplished on a given project.  The tree is a graphical portrayal of the top-down Work Breakdown Structure.  The hierarchical arrangement of each of the elements makes it valuable as a downward expansion of the WBS, to the Activity where work items requiring identification, scheduling and resource allocation for performing the work are found.

Work Breakdown Structure with Notes, Scope, and Basis of Estimate

After defining the WBS, the user can refine the schedule using manual or sequencing methods.  Several methods are provided including the ability to just click the activities in the order they need to be completed.

For resource loading, PMPlan can present a multi-level   Resource Breakdown Structure with the two root resource elements being Labor and Non-Labor.   This multi-level RBS gives the user the ability to see the resource requirements at different levels.

The resource loading is done at the activity WBS elements.  The Labor can be assigned at daily, weekly, or monthly interval, plus auto-spread across duration of each activity using several different curves.

The non-labor data is loaded in Bill of Material format, thus providing the details for auditing the data.  As the loading data is entered at the activity, PMPlan automatically rolls up the data thru the WBS hierarchical structure, providing user with immediate total project budget.

All PMPlan Applications:

  • Provide an interactive Work Breakdown Structure (WBS) of the project during its construction.
  • Provide for the inclusion of unique objectives and notes for each WBS element.
  • Generate a rich text file (RTF) of the WBS, including objectives, notes, and other information in outline form for import to a word processor.
  • Treat Milestones as major or critical events, and not Work Packages for planning costs. Milestones are separately developed scheduled events that depict major project moments in time, and may be linked logically to WBS Elements.
  • Generate an integrated project schedule by text entry of start and finish, drag and stretch in the schedule view, and Activity-Sequencing using the Precedence Dependency Method (PDM) Logic Network, linking the WBS Elements and Milestones.
  • Provide for Resource Loading by scheduled use of selected Staff using hours or a percentage of a full-time equivalent (FTE), by period (Monthly, Weekly, or Daily) for each WBS Work Package; by loading an Individual Resource across all WBS Work Packages; or by entering the total use of all Resources across all WBS Work Packages.
  • Staff Resources may be loaded by an Individual Resource, or by Categories of Labor with rate cost variances tracked between an Individual Resource and the Labor Category.
  • Material, equipment, travel, services and consultants may be entered by the dollar value, or through an itemized detail of the Resource that’s unique to each Work Package, and is summarized at the upper levels of the WBS.
  • Provide for the identification of Work Packages as Deliverables, and tracks planned, actual, and approval dates.
  • Provide an ease-of-use Earned Value Management Analysis and Tracking System that meets the Standards for cost and schedule status reporting, and will generate earned value; CPR (PMPlan Pro and Enterprise versions only), Schedule and Graphic Performance Reports.
  • Generate Work Package accounts, and a Work Authorization for each Work Package account, that includes the objective of the Work Package, the deliverables, schedule, and an agreed upon budget which could serve as an internal contract between the Project Manager and Work Package Leaders.
  • Imports and/or Exports the schedule and PDM information to or from an MS Project File.

All PMPlan Applications Provide the Following Key Project Development Features and Benefits

PMPlan provides many features that help proposal and project managers to efficiently develop project plans considering the three major requirements—scope, schedule, and budget, including:

  • Interactive Work Breakdown Structure — The WBS is fully integrated with costs, objectives, notes, schedule, deliverables, resource loading, basis of estimate, etc.
  • Deliverable Tracking — Allows the marking of WBS elements as deliverables ensuring that the project covers all of the deliverable requirements.
  • Scheduling — Can easily and efficiently handle the development of complex project logic sequencing through the use of quick linking tools.
  • Resource Loading and Budgeting — Bottom up budgeting for accurate estimating plus the ability to enter basis of estimate with the resource loading data, on larger projects several estimators can be entering data concurrently.  If users already have Bill of Material (BOM) in spreadsheets, this data can be imported.

PMPlan Stand-Alone Versions;

PMPlan Standard, the cornerstone integrated stand-alone application, represents AlNik Solutions re-write of the Battelle original project management application, the SmartPlan intellectual property, as re-assigned to it’s developers that are now with AlNik Solutions, for the purpose of commercialization of PMPlan.

PMPlanPro, is a more robust integrated stand-alone version of PMPlan Standard, and is an “EVM Lite” application that provides EVM performance reports up to CPR Format 1. PMPlanPro is a more powerful application than the Standard version in that it contains many of the advanced features and functions found in the PMPlan Enterprise applications.

The stand-alone versions use an express version of ‘MS SQL Server’ to handle it’s database. All other versions of PMPlan represent the creation of entirely new proprietary features and functions to the original PMPlan Standard stand-alone version.

Comment from a user;

 “…; I have struggled for years with an almost incomprehensible resistance on the part of management to put fully integrated PM tools in the hands of those who need them: PMs, DPMs, CAMs, task managers, and enable them to do their jobs. Instead we end up struggling with a mish mash of ….spread sheets, …. project schedulers …. home grown scheduling tools ….presentation software and on and on. I have found one ray of sunlight in this wilderness; PMPlan. It is fully integrated from WBS creation through fully linked scheduling, resource loading, costing and pricing, Work Authorization, Basis of Estimate tool, and full tracking and reporting to DOD standards. It is very inexpensive and so intuitive, easy to use, and devoid of extraneous bells and whistles, that I use it every day. “

 PMPlan Multi-User Enterprise Versions;

The Integrated PMPlan applications, unlike most other project management tools that can only handle a few of the common project processes, PMPlan can be used for all five (Initiation, Planning, Executing, Controlling, and Closing).

In the PMPlan Enterprise versions, all of the project data, global data (Burden rates, Resource Rates, Fiscal Monthly Calendar), and workforce data are maintained within one common SQL Server Database.  Having a centralized database promotes better process uniformity.

The project management applications found in the fully integrated multi-user PMPlan Enterprise and Premier applications, use a different resource pool within this centralized database, and have additional advanced features and capabilities.

PMPlan Enterprise products, from a prominent management standpoint, are essentially far advanced multi-user server based versions of the PMPlan stand-alone versions, but the following basic features and benefits of all versions of PMPlan, to some degree, are the same:

  • PMPlan is an integrated earned value project management tool that is based on the fundamental concepts of project management, planning and control, and has been structured consistent with the requirements of Government and Industry.
  • PMPlan adheres to the Principles of Earned Value Management Systems (EVMS) as outlined in the Electronic Industries Alliance (EIA) Standard, EIA-748, adopted by EIA in accordance with the American National Standards Institute (ANSI) patent policy.
  • PMPlan is a powerful suite of professional tools for interactive WBS structured Project Planning, integrated project scheduling, detailed Resource Management, and Earned Value Management.
  • PMPlan provides the means to meet objectives of standardization and to enable the project manager to plan and report performance, addressing the value earned of project activities against a baseline plan.
  • All PMPlan applications are Work Breakdown Structure (WBS) oriented development tools, and a Resource focused planning tools, with integrated Precedence Logic Network Diagramming linking the WBS element schedule and integrated Milestones defining the projects critical path.
  • PMPlan Enterprise tools provide enhanced resource management, and detail control of project budgeting and tracking, including accurate variance analysis and earned value reporting methodologies.

As being an accepted Pricing Process on DCAA approved pricing systems, PMPlan Enterprise can Provide Additional Key Proposal Support Features and Benefits;

PMPlan Enterprise provides many features that support the development of proposal cost documentation, including:

  • Direct Labor Rates and Indirect Burden Tables — Having global rates with detail breakdown of burdens and centralized resource pool will ensure accurate RFP & FAR compliant proposals, and one location to update.

    PMPlan provides over forty types of reports to communicate with the project team, management, and other internal and external customers.  These reports include the ability to control display of phases (Baseline {Budget at Completion}, Estimate to Complete, Estimate at Completion, and Actual), periodic details (Daily, Weekly, Monthly, Quarterly, and Annually), and filtering on Task Leader or Group at any level of the project.  These reports can be exported in formats for MS Word, MS Excel, and PDF format.  AlNik Solutions can be commissioned to generate company specific reports which will be displayed as menu options under “MY Company Reports” in PMPlan Enterprise.

    Comment from a user;

    “…what went well during negotiations at the client’s facility– …it was our seasoned contracting officer’s first real experience with the client’s ‘intensive’ look at the technical activities, capabilities and cost basis. Again the star of the show, in addition to the project manager, was PMPlan. As our contracting officer stated more than once, without it there would have been no way to illustrate the technical objectives and then cut capability in an efficient manner with an instant re-cost.”
